Florida Association of City Clerks Manual

As a benefit to our FACC members, the association has developed a clerks manual as a reference for clerks in the State of Florida. The manual is reviewed regularly by the By-Laws and Manual Revisions Committee and was most recently revised in 2020.

This manual is only available to FACC members. Please contact the FACC Office for a downloadable PDF of the manual.

This manual provides an approach to the manifold functions of the municipal clerk in Florida. The material within the manual is primarily of a general nature pertaining to all municipalities. Procedures, duties, responsibilities and actions will vary from municipality to municipality, depending on its size, municipal charters and established policies.

A municipal clerk must keep abreast of changes in legislation and office technology. New statutes on public ethics, financial disclosure and election laws must be closely monitored and observed. It is also important to be aware of changing trends and public opinion.
