Promoting and Developing the Educational and Professional Status of Florida City Clerks

Certification

A city clerk certification is a designation obtained through the International Institute of Municipal Clerks (IIMC) after having achieved the required amount of education and community involvement. FACC is an IIMC-recognized avenue to achieve the education needed for the Certified Municipal Clerk (CMC) and Master Municipal Clerk (MMC) designations. FACC obtains academy training support from the John Scott Dailey Florida Institute of Government (IOG) at Florida State University. IOG staff works closely with the FACC Board, the FACC Professional Education Committee and IIMC to ensure that certification requirements are met, and city clerks can gain their CMC and MMC designations.

Filing an application for admission with IIMC is the first step in working toward the CMC or MMC designation. This form is considered your enrollment form in the certification program and is your way of telling IIMC that you are working toward a designation. This also allows IIMC to create a file for you in preparation of your future submissions and contact you if need be regarding certification issues or changes.

Certified Municipal Clerk (CMC) Program
The Certified Municipal Clerk program is designed to enhance the job performance of the Municipal Clerk. To earn the CMC designation, a Municipal Clerk must attend extensive education programs. The CMC designation also requires pertinent experience in a municipality. The CMC program prepares the applicants to meet the challenges of the complex role of the Municipal Clerk by providing them with quality education in partnership with institutions of higher learning, as well as State / Provincial / National Associations. The CMC program has been assisting clerks to excel since 1970 and is a prerequisite to the MMC designation.  Please visit the CMC page of the IIMC website here for full program details.

Master Municipal Clerk (MMC) Program
The MMC program is the second and more advanced of the two professional designations granted by IIMC.  The MMC program is an advanced continuing education program that prepares participants to perform complex municipal duties. All work to be reviewed for MMC credit must be at the intermediate to advanced level in nature and must be completed after the achievement of the CMC designation. Please see the MMC page of the IIMC website for full program details.

Please contact the IIMC Education Department with any questions regarding the professional development designation programs.

Recertification Program
As of January 1, 2010, the Recertification Program was eliminated.

Note: In order to be recognized with an IIMC designation, the clerk must be an active member of IIMC.

Non-FACC Course Review Process
Clerks who attend education courses provided outside the realm of FACC or IOG, can apply to IIMC for points/credit that can be used towards certification. It is best to submit for approval prior to a session, however, IIMC may accept applications after the fact.

The FACC Board and the Professional Education Committee have adopted the following policies:
  • Individual clerks must submit their own documents for approval;
  • If a session has several clerks in the same district attending, then the clerks should work with their district directors to submit the course-approval paperwork.
All documents need to apply for education credit as well as contact information are available on the IIMC Course Review Page.

IIMC requests you allow at least 10 days to process.
