Benefits of Membership

  • High-quality educational, training and leadership development programs, seminars, forums, conferences and workshops.
  • A manual serving as a reference tool for municipal clerks that is reviewed annually and revised as necessary.
  • A certification program offered in conjunction with the International Institute of Municipal Clerks (IIMC) which recognizes the educational achievement and professionalism of municipal clerks.
  • A newsletter is emailed weekly to our members reporting on items of importance and interest to municipal clerks. 
  • The support of a Legislative Committee that works closely with state governmental bodies, providing the opportunity for municipal clerks to be proactive professionals in the legislative process.
  • The development of a liaison with the Department of State Division of Elections permitting the participation of municipal clerks in the formation of state and local election laws and codes.

  • A network of professionals to share issues and concerns with municipal clerks from small to large municipalities.

Membership Categories

Full Membership: Full members are Florida municipal* clerks, deputy municipal clerks, assistant municipal clerks, and/or an individual who serves a municipality in the municipal clerk’s office in an administrative capacity with management responsibilities and whose duties include four of the following: custody of the official seal and execution of official documents; elections; financial management; general management; human resources management; management of bylaws, articles of incorporation, ordinances or other legal instruments; meeting administration; or records management. 
*All references shall be interpreted to include City/Town/Village.

Associate Membership: Associate members are individuals who were designated as full members prior to retirement; individuals serving a local municipal legislative body who performs duties relative to the office of the municipal clerk, who do not qualify for full membership; or an out-of-state municipal clerk. Associate members do not have the right to vote, hold office or obtain certification. Associate members may participate in educational programs and may apply for certification upon assuming the job of clerk or deputy clerk.

A full member who is in transition (between jobs) would automatically become an associate member until they re-assume a position that qualifies for full membership.

Honorary Membership: Persons recommended by the Board of Directors and voted upon by the membership may be elected to Honorary Membership. The guidelines for Honorary Membership are as follows: (1) no longer an active Municipal Clerk and made a significant contribution to the Association; or (2) extenuating circumstances. All Past Presidents shall automatically become honorary members upon retirement.

Student Membership: Any person who can provide proof of enrollment as a public administration or public affairs a student that intends to follow a career in local government; including, but not limited to, majors in: political science, government, public administration, public management and public affairs is eligible to be a student member. This applies at the college and high school levels (dual enrollment). The student membership category does not apply to an individual who works full-time in a local government.

The Board of Directors shall set the fees on an annual basis.

Student members may not vote or run for any office of the FACC.

Student members may serve on Committees. Student members may not chair a committee.

Student members may purchase recorded webinars; but not participate on live webinars.

Student members are encouraged to attend the annual Summer Conference and Academy and Fall Academy, at a registration rate set by the Board of Directors annually. High school students must be accompanied by a FACC approved chaperone and may only attend educational sessions during Summer Conference and Academy and Fall Academy.

Student members cannot earn CMC/MMC points for attendance at a FACC event or for a recorded webinar.
In conjunction with the Florida State University Institute of Government, FACC offers a Summer Conference and Academy and a Fall Academy, as well as quarterly eLearning webinars. The Fall Academy is a week long session of learning, with credit given toward IIMC's CMC and MMC certification programs. FACC also offers courses for certification credit at its Summer Conference and Academy. Both academies' curricula offer instruction in local and state government operations, technical and communication skills, public administration and leadership, and management and personal development. Quarterly eLearning webinars offer training on hot topics and issues of critical interest to municipal clerks.

A scholarship program was established in 1980 to provide financial assistance to qualifying members who wish to attend the Summer Conference and Academy, the Fall Academy and the IIMC Annual Conference. In addition, IIMC annually awards some 60 individual scholarships to municipal clerks attending its 46 Institutes. Click here for more information. 
The FACC has established the annual Robert N. Clark Award to recognize a Florida municipal clerk for having promoted and advanced the ideas and goals of the profession by actively participating in the improvement of municipal government.
The Florida League of Cities started the Clerk of the Year Award in 2004. In 2010, FACC assumed responsibility for the selection and presentation of this award at its Summer Conference and Academy.
In addition, the President’s Award is presented at the Summer Conference and Academy to a member who has given outstanding support to the FACC president during each year.

In conjunction with the IIMC, certification is offered to those clerks meeting the requirements set by the international organization.

Certified Municipal Clerk (CMC)
IIMC recognizes those municipal clerks who have achieved basic levels of professional competency. The award is granted after an applicant has met specific requirements in education, experience and professional participation. After obtaining the CMC designation, municipal clerks may continue their education through the Master Municipal Clerk Academy.

Master Municipal Clerk (MMC)
This program honors and salutes continued high-level achievement beyond the attainment of the prestigious CMC award. There are four levels of membership in the academy: entry, first, second and third levels. Members must apply for member-ship in each level every two to four years to remain active. Requirements include a two- to four-year study and development period among the levels of membership, a minimum of 25 points in two categories: Advanced Education, and Professional and Social Contributions.
